How does a refugee obtain an exception to the Australin Labor Party's July 2013 never coming here policy?

Freedom gives Iranian hope for bright future [West Australian - 13/1/18]:

... In late 2014, Seyed flew from Iran to Indonesia in a bid to track down people smugglers who could ferry him across the Indian Ocean to Australia.

About 75 people were crammed onto the vessel promising freedom in a far-off Utopia.

Seyed said he feared for his life in the initial stages of the journey as the boat encountered relentless seas before it was captured by Australian coastguards, near Christmas Island, on January 4, 2015.

It was the start of a tumultuous journey for Seyed as he was put in the confines of detention.

Seyed was regularly whisked between Christmas Island, Yongah Hill Immigration Detention Centre in Northam and Victoria’s Maribyrnong Immigration Detention Centre with little or no warning.

While waiting for updates on his visa application, Seyed learnt to speak and write English, drew pictures, stayed active in the gym and went to church.

In November, 2015, less than a year after Seyed boarded the boat to Australia, his close friend Fazel Chegeni — an Iranian Kurd — died while in detention on Christmas Island. ...

It is what leaders are appointed to do
The refugees that have to flee
Are not my responsibility
Don't point your finger at me
He was in prison to keep you free ..

@Aussie4Refugees [17/1/18]:  US Ambassadors and State Dept officials must be extremely proud of ongoing US influence in establishing Guantanamo-style refugee gulags and the conditions for enslavement throughout Asia Pacific. Why don't Stefan Armbruster, Ben Doherty, Liam Fox, Peter Lloyd or Eric Tlozek ask?

And not ONE politician, human rights organisation, NGO, "advocate" or legal "expert" called on the Australian government and opposition to PROTECT the refugees, END the "deterrence" policy and resume meeting our international obligations [15/4/17]

If you're an official war artist, and you're not demanding the END of Australia's anti-refugee policy at this dire stage, you are simply promoting "deterrence" porn, and presenting it as an edgy art exhibition for privileged audiences to compartmentalise their shame [Brisbane Times - 26/1/18]:

... Now 33 Australian artists are joining forces to give a human face to the numbers on the pages.

More than a year in the making, All We Can't See, initiated by Arielle Gamble and Daniel New, is a collection of works that aims to raise awareness of the human cost of Australia's offshore processing policies. ... <-- We are all well aware.  This is not "humanising", it's fetishising.
