Police are continuing to negotiate with more than a dozen rioting inmates holed up in "inaccessible areas" of the Melbourne Youth Justice Centre.

About 40 inmates were involved in a riot at the juvenile jail at Parkville overnight — the second in as many days — damaging property and setting off the centre's fire alarms.

The ABC understands one inmate accessed the roof of one of the centre's units and was able to pull up others.

It is understood they armed themselves with tools from the centre's workshop and helped inmates break out of other areas.

Chief Police Commissioner Graham Ashton said about 40 inmates were involved in the riot and about 20 were still outside their cells.

"About 40 young people … [were] rioting in one of the wings and accessing some of the internal areas of the grounds and some of the workshop areas," he said.

Multiple cars from Victoria Police's Public Order Response Unit and two police vans carrying multiple officers arrived at the centre about 9:00am. ...

On that first day we asked him to take our problems to the media and he said that he cannot because he has good relationship with the minister!

We are confused. Is this man here for us or immigration?

The second day when he came, he came with Mark who is the deputy chief secretary of immigration and, as he told us, he is in charge of all detention centres of Australia.

When we were talking Paris was supporting Mark, not us.

When we tell them some things they laughed at us.

We are confused, is this man, Paris, here for us or for the DIAC?  ...

Prime Minister Julia Gillard has backed an independent report on asylum seekers, saying the government will move urgently to restart offshore processing on Manus Island and Nauru.

Ms Gillard told reporters in Canberra this afternoon that the government would reintroduce its migration bill, with amendments, to the Parliament tomorrow.

The expert panel on asylum seekers, Michael L'Estrange, Angus Houston and Paris Aristotle, have handed their recommendations to the government.

The government will also move immediately to implement the report's recommendations to remove family reunion concessions for people who arrive by boat.

An expert panel led by former Defence chief Angus Houston has recommended that Australia process asylum seekers on Manus Island and Nauru, and that the Malaysia people swap should be "built on further" before anyone was sent to Malaysia.

Ms Gillard and Immigration Minister Chris Bowen [protect] told a special Labor caucus meeting this afternoon that the government should adopt all 22 recommendations in the report. …
